City to Host a Public Meeting October 22nd to Review Haynie-Sirrine Development
The City of Greenville Will Host a Public Meeting on Thursday, October 22nd to Solicit Community Input on the Development of the City-Owned Property in Haynie-Sirrine
As we have previously communicated, the City of Greenville in late 2024 and 2025 purchased approximately 7 acres of land consisting of 40 parcels in the Haynie-Sirrine neighborhood. This acquisition followed the update and approval of the Haynie-Sirrine Neighborhood Plan in September 2024. During the development of the Neighborhood Plan, Haynie-Sirrine residents identified the need to develop affordable housing as an area of emphasis. The City's acquisition of the 40 parcels of land represents its intent to develop affordable housing options, primarily through mixed-use, multi-family housing projects.
The City has now engaged Arcadis Consultants, an urban planning consulting firm, to study and prepare a functional "build-out" plan that the City will use to guide the development of the 40 parcels. The study will include the 40 parcels, as well as the area's rights-of-way, for a total of approximately 10 acres in the study area. Below is a map of the study area with the 40 parcels of purchased land depicted in blue shading.

The plan will represent all parcels and will take into account vehicular and pedestrian movement, surface parking, open space areas and uses, building footprints and heights, and other plan elements germane to future development. The plan will also consider topography, existing tree cover, traffic patterns, neighboring uses, and any other existing opportunities or constraints that may affect the feasibility of the plan.
The Haynie-Sirrine Neighborhood Plan, the zoning and use guidelines of the Greenville Development Code, as well as the City's existing affordable housing strategies, will form the foundational context for the development of this "build-out" plan. The plan will serve as a small area plan intended to attract development to the parcels over the next few years. The goal is to provide a mixed-income project, emphasizing affordable housing and ensuring availability across all levels of affordability, while balancing open-space requirements, connectivity to the Swamp Rabbit greenway network, and enhanced pedestrian mobility.
The City is hosting a public meeting on Thursday, October 22nd from 5:00 to 7:00 pm to share information about this project and gather input from the community. Areas of focus will be open space considerations, neighborhood connectivity, uses of the property, and architectural aesthetics. This is a drop-in style meeting with no scheduled time segments for presentations. Attendees can arrive at any time, learn more, and engage in discussions with the City planning staff and the Arcadis consultants.
PUBLIC MEETING INFORMATION - Thursday, October 22nd from 5:00 to 7:00 pm, Civic Design Center, 15 S. Main Street.
