Haynie-Sirrine Rezoning to Planning Commission

As previously communicated, in 2024 the City of Greenville partnered with the Haynie-Sirrine Neighborhood Association and community stakeholders to update the Haynie-Sirrine Master Plan and replace the existing Planned Development (PD) zoning district. The final updated plan prioritized the major recommendations from the stakeholders, and addressed the distinct development needs of both the Haynie and Sirrine sides of the neighborhood. The plan included a future land use map that identified the allowed uses of property and a building height map to be used to implement the zoning designations of the City's new Development Code, which was adopted in 2023.

The updated neighborhood plan was unanimously recommended for approval by the Planning Commission in September of last year, and was formally adopted by City Council on September 23, 2024. Following the recommendations of the Haynie-Sirrine Neighborhood Plan, the City has been engaged in the process of rezoning the Haynie-Sirrine neighborhood from its Planned Development zoning designations and implementing the new Development Code zoning.

This past September, the City's planning staff released the new proposed zoning map for Haynie-Sirrine. On September 17th a public meeting was held to review the proposed map, and get input from the neighborhood. The map (pictured below) will replace the existing Haynie-Sirrine PD zoning district and the current Neighborhood Code, which was adopted over 20 years ago.

The current Neighborhood Code zoning designations are outdated and far too general. If left in place, the Neighborhood Code would hinder the achievement of the growth and development goals of the new Haynie-Sirrine Neighborhood Plan. The proposed zoning designations were carefully chosen by the City's planning staff based on the updated Neighborhood Plan, with the intention to align Haynie-Sirrine's zoning with the GVL 2040 Comprehensive Plan.

The proposed rezoning map will bring Haynie-Sirrine into the city-wide Greenville Development Code, which provided much needed updates to the City's last use and housing policy rules, incorporating best-practices to effectively manage future growth. The rezoning (using the Development Code zoning designations) represents real progress for Haynie-Sirrine, and enables the future development of the neighborhood.

The proposed rezoning map will now go to the Planning Commission for a public hearing that will conducted on Thursday, November 6th. The meeting will be held at City Hall in Council Chambers (10th floor) and will begin at 4:00 pm. Neighborhood residents and property owners can make public comments at the meeting.

City Elections – November 4th

There are four City of Greenville elections this year. These are:

  • City Council District 2
    The candidates are Lillian Brock Fleming and Mike Kilgore.
  • City Council District 4
    The unopposed candidate is Wil Brasington.
  • City Council At-Large
    The candidates are Matt Alexander and Tina Belge.
  • Commissioner of Public Works
    The unopposed candidate is Deb Sofield.

Early voting will be conducted from Monday, October 20th to Friday, October 31st. Voting hours will be Monday through Friday from 8:30 am to 5:00 pm. Closed on Saturday and Sunday. The address for the early voting location is:

  • McAlister Square (back entrance), 225 S. Pleasantburg Drive, Greenville

Regular general election voting will be conducted on Tuesday, November 4th from 7:00 am to 7:00 pm. See the polling locations for the election below:

Upcoming Haynie-Sirrine Neighborhood Meeting – Wed, Nov 19th

The next Haynie-Sirrine Neighborhood Association meeting is on Wednesday, November 19th. This meeting will focus on Mobility in Greenville, e.g., roadways, bicycles, and pedestrians. We are pleased to announce that Calin Owens, Mobility Coordinator for the City of Greenville, and Jasmine Vanadore, Executive Director of Bike Walk Greenville, will attend and present information on mobility and transportation initiatives in Greenville. Bike Walk Greenville advocates for safe, equitable and accessible active transportation choices, including support for active infrastructure investments.

The Neighborhood meeting will also provide brief City Council news, as well as an update on the Haynie-Sirrine rezoning. Please join us at the November meeting and learn more about mobility in Greenville.

The Neighborhood meeting will be on Wednesday, November 19th from 6:00 – 7:00 pm at the Next Innovation Center at 411 University Ridge.

Tindal Avenue Block Party – Sun, Oct 26th

The neighborhood residents in the Tindal/Houston/Watts/Chapin area of Haynie-Sirrine have organized the first annual Tindal Avenue Block Party that will be held on Sunday, October 26th from 3:00 to 6:00 pm. The residents formed a Planning Committee and have invited over 50 households in the Tindal area, as well as city officials. Music and food will be provided. Best of luck to the Tindal Block Party, and we hope you enjoy a great neighborhood gathering.
