County Square Update Meeting Summary – June 4, 2025

RocaPoint hosted a meeting to provide an update on the County Square redevelopment. The presentation reviewed project milestones, current infrastructure progress, and upcoming plans for the site.


Project Background

  • The County Square site had generated no property tax revenue since 1984.
  • Redevelopment planning began in 2016, with significant milestones including:
    • 2017: RFQ process initiated
    • 2018–2020: Master Development Agreement signed and rezoning completed
    • 2021–2023: Initial construction, including the administration building and parking deck
    • 2024: Demolition and start of infrastructure upgrades

Construction & Infrastructure Updates

  • Major demolitions completed: Family Court, DMV, and Health Department buildings
  • Infrastructure components underway or completed include:
    • Stormwater systems, new sewer and water mains
    • Underground power and fiber duct banks
    • Grading and erosion control
    • Road network reconfiguration

A key milestone was the mall demolition in June 2024. Full infrastructure completion is targeted for December 2025.

The power and fiber systems were developed in partnership with Duke Energy and feature over $7 million in resilient underground infrastructure.


New Street Names

Four new road names were introduced for the redeveloped site:

  • Virginia Uldrick Circle
  • County Square Lane
  • Theo Mitchell Street
  • Fred Garrett Street

Leasing and Development Activity

Over 200,000 square feet of retail has already been leased. Notable confirmed tenants include:

  • Whole Foods
  • Arhaus
  • Pottery Barn
  • Williams Sonoma
  • Flemings
  • Sport & Social
  • Pins Mechanical
  • PBR
  • Fairway Social
  • Leo Italian Social
  • Perch & Palmetto Brewing
  • Mama’s
  • Hawkers
  • Agave
  • Cru Wine Bar
  • Southern Tide
  • Rooftop Cinema

The plan includes space for offices, housing (including multifamily and townhomes), hospitality, and public use.


Economic Development Outlook

  • The initial office phase includes 85,000 square feet of space, addressing Greenville’s office vacancy rate of less than 2%.
  • Additional parcels are reserved for potential hotels, corporate headquarters, and expanded residential development.
  • The County Administration Building project achieved 21.3% diversity participation in construction contracting.
